Our girls (in 23th mos) liked to play pretend that one of them is a baby and the other would feed bottle or back rub the "baby".
But one of the girls have been purposedly waited for her sister to wait on her when she dropped (purposedly or not) something or when she wanted a toy her sister had it first.
Is this behavior a phase or I should actively correct it? (I tried few times to intervene, but so far the pleaser still likes to please her sister.)

Thanks in advance for the feedbacks!

It could be a phase. I do find that my two switch up "taking care of each other". One gets stuff for the other one and will talk for that one. Now that they are older, I do try to encourage them to do things on their own and speak up for their own selves because when they start full time school, they are not going to have each other to rely on.
At the age of your two, I would keep an eye on the behavior and if you feel it's continuing too long. I would intervene.
